Overcoming low conversion rates and poor lead quality from search traffic

Hi folks! Need some advice regarding our lead generation efforts. We are running search campaigns for our service offerings, but we're facing a really frustrating dilemma: plenty of clicks and website visits, but the conversion rate is dismal, and the few inquiries we do get are mostly low-intent window shoppers. We tried tweaking our bids and swapping out ad extensions, but nothing seems to move the needle toward actual paying clients.
